Physic + Mathematics = Art of this beautiful world

Good evening guys.
I am back with another post this day and this is about the beautiful art which originates from physics and mathematics.
Today I got a problem that requires a good knowledge of these two's. Let's assume you have a cylinder vessel( length l and radius r ) that is falling from a certain height h. 
Also now you have to design a system that is installed at height x s.t. x<h



Let say this system has some constant number of blades k  with blade length (bl) and this system rotates at speed of w rounds per second.
Now you want to design this such that as vessel drops from his height, it should still continue dropping in the same direction with the maximum velocity it can gain by interacting with the system.

Also is it possible for the vessel to be continue moving in the same direction if it interacts with the system?

Also If the velocity of dropping vessel can be increased by changing the shape of blades? What should be that shape/design?

What other factors should be determined upon which the above parameters will be affected. Like if the vessel is heavy or lightweight.


I don't answer to the above question but I think, it involves simple physics and maths.
